A video of how it is reproduced (If you're really fast or quick enough)
First, dispense any type of cart to open the Platform Screen/Edge Doors and then click to select any type of cart. Then click to clear the cart and then as soon as the detector rail is deactivated. Quickly dispense the cart and also quickly place the LRT cart ASAP before the actual cart from the dispenser lands.

WON'T FIX.

RoFT foolproof minecart dispensers are just designed to prevent collisions before the minecart spawns.
It typically takes far less than 1 second for a minecart to land onto the stopper command block after it spawns, so I won't manage to deal with this case, despite still some chances to reproduce the same issue on any stations and any lines.
